Vitebsk region is a highly developed industrial region. A quarter of the employed population works here in the industrial sector, 29% of the gross regional product is produced. The northern region of Belarus is widely known far beyond its borders due not only to picturesque places, the festival of arts “Slavianski Bazaar in Vitebsk” and numerous talented natives, but also to enterprises that produce products that are in demand outside the republic. They know firsthand how difficult it is to compete with foreign manufacturers and win markets, so they constantly keep their finger on the pulse and are engaged in the modernization and expansion of production to produce high-quality products at affordable prices.
For enterprises that have no limit in perfection, the state provides profitable financial resources and effective support tools, the main condition is efficiency. It is on this principle that 11 projects are being implemented in Vitebsk region this year with the support of the Development Bank, two of them have already been completed and have begun work on the economy of the region.
The purpose of working visit of Chairman of the Management Board of the Development Bank Siarhei Staliarchuk to Vitebsk region is to visit enterprises where the Bank's investment projects are in an active phase and discuss the prospects for the implementation of new ones.
Polymer Construction is a center of integrated engineering in the field of water supply and sanitation. For more than 20 years, the company has been developing, manufacturing equipment and implementing modern technologies of natural and waste water purification in a wide range of industries and housing and communal services.
The company is a client of the Development Bank both in terms of supporting small and medium-sized businesses, and within the framework of export financing.
For understanding: one of the main activities of this production is the construction of deironing and water purification stations. Initially, all the necessary equipment is assembled at the enterprise, fully tested and prepared for launch. After that, it is disassembled into component parts and sent to the customer. There, specialists and chief engineers of Polymer Construction carry out commissioning in a few of days.
In addition to the workshops for the assembly of water purification equipment, the company has a laboratory for the analysis of wastewater and drinking water, a design office, an engineering center, as well as warranty and post-warranty service specialists.
This Belarusian manufacturer is well known in the regions of the Russian Federation. The company's developments are exported to more than 40 regions. Polymer Construction actively uses the Development Bank's export support tools to scale up its presence in Russia.
“Now we are working on one of the largest orders in the history of the enterprise - a water purification plant for Nizhny Tagil. It can provide clean water to an entire city with the population of about a million people,” said Sergei Ivanov, Director of Polymer Construction.
By the way, the distance is not an obstacle for the enterprise, in the near future the plant intends to actively work in the Far East, and it is about 10,000 km.
“Export financing from the Development Bank allows us to significantly expand sales markets and optimize our competitive advantages over others, since we are implementing a facility with post-financing from the customer, which is generally unique,” said the head of Polymer Construction.
The results of the work of the team of the private enterprise are impressive: more than 1100 implemented projects, 727 cities and settlements are provided with clean water, the plant also has more than 100 technological solutions for industrial enterprises and 80 types of certified water purification equipment. At the same time, it is clearly understood here that water never flows under settled stones.
“We have formed a professional team, thanks to which the company can not only provide the customer with high-quality and fast water purification and wastewater disposal systems, but also continue to develop. The plans are ambitious. They relate to both the improvement of production itself and the expansion of the geography of cooperation,” Sergei Ivanov said.
The Chairman of the Management Board of the Development Bank stressed that the Development Bank, as before, is ready to provide all possible support to the enterprise.
“I am glad that our joint work brings an effective result. As part of the Bank's support to small and medium-sized businesses, you have implemented a number of investment projects. Now, using the Bank's export instruments, you are actively and successfully working abroad. I am sure that our cooperation, including within the framework of work in the Far East, will only increase and will be beneficial,” said Siarhei Staliarchuk.
After discussing the prospects of bilateral cooperation, the Head of the Development Bank went to the Vitebsk Regional Executive Committee, where the development of the region and the implementation of the initiative of the Head of State “One District – One Project” was discussed at the meeting with Governor Alexander Subbotin.
The Head of the Development Bank and the Chairman of the Regional Executive Committee paid special attention to the creation of new modern production facilities and visited a broiler poultry farm in Vitebsk.
If you ask the residents of the regional center about the most progressive enterprise in their opinion, they will most likely name “Ganna” as an example of “non-stop development” - it is how the people know the poultry farm by the name of the trademark. And it is not surprising: today, with the support of the Development Bank a large investment project is being implemented here to reconstruct feed production. The poultry farm plans to implement two more significant initiatives: to build an industrial incubator and a broiler house № 3.
The company is as interested as possible in the quick implementation of the current project in order to start new ones, so the construction is in full swing here.
“We plan to increase production capacity for poultry farming to 80 000 tons per year, so we need to provide ourselves with a closed production cycle in terms of using 100% of our own high-quality feed,” Anna Norkus, Director General of Vitebsk Broiler Poultry Farm, explained the reason for the implementation of the investment project.
The Head of the enterprise said that after the commissioning of the new facility, the poultry farm will achieve significant results.
“The implementation of the investment project will increase the production capacity of compound feed of higher quality, ensure the planned average daily gain of poultry and avoid storage costs of raw materials for feed production,” Anna Norkus emphasized.
The Head of the poultry farm also spoke about promising projects, the business plans of which will be transferred to the Development Bank in the near future.
“We are planning to continue development: to build a high-tech enterprise for egg incubation and production of daily chicken of meat breeds, as well as to build a third broiler house, where advanced technologies and mechanization tools will be introduced. All it will allow us to ensure the production of high-quality products and increase the economic performance of the enterprise,” said Anna Norkus.
In turn, Siarhei Staliarchuk noted the positive impact of projects on the region's economy, which consists in revenue growth, increased labor productivity and production efficiency. The Chairman of the Management Board also assured the Governor and the Director General of the poultry farm that the Bank's staff would provide maximum assistance in the implementation of projects to achieve the planned results.
Further, the Head of the Development Bank visited LLC “Belkarolin”, which specializes in the production of veterinary drugs for treatment of farm and domestic animals. One of the priority tasks of the company is the development and production of antibiotic-free drugs based on natural ingredients.
Belkarolin had a housewarming party not long ago - a new digitalized plant for the production of innovative veterinary drugs of the series “Green Line - Alternative to Antibiotics” was built in the territory of FEZ “Vitebsk”, taking into account the requirements of the GMP system and the introduction of global approaches to design, control and management of production based on the concept of “Industry 4.0” and IT technologies BIM, IoT and AI.
“Our enterprise is import-substituting and export-oriented. The products are in demand and are sold in almost equal shares in the domestic market and abroad,” said Alexey Baltruk, Chief Engineer of Belkarolin.
He noted that the main components of pharmaceutics are air, water and personnel. Therefore, during the construction of the plant, modern forms of organization of production processes were taken into account and the latest technologies were used.
“Everything here is thought out to the smallest detail. Each production unit has special automated systems for creating the desired microclimate. With their help, you can find out the temperature, humidity and other parameters in real time,” explained Alexey Baltruk.
Tatyana Vashchenkova, Director of LLC “Belkarolin”, said that the existing capacity utilization, positive experience in the sale of veterinary drugs, as well as the potential to increase sales of export-oriented and import-substituting products have become prerequisites for thinking about a new investment project for the production of sterile injections for farm and small domestic animals.
Belkarolin is in constant contact with Vitebsk branch of the Development Bank. At the moment, joint work is carried out concerning the conditions and procedure for financing the project, which depend on the support tool chosen by the enterprise.
